History Of Oragnization
Before bifurcation of Bombay State, Shri V.K.Bakre was holding a post of Consulting Surveyor to Government of Bombay and Head of the Town Planning & Valuation Department. Head Office of the Town Planning & Valuation Department was working at Pune. The two Branch Offices of this Department working at Baroda, Kolhapur creating in the year of 1949 and one at Kalyan created in the year 1948. A new branch office in this Department for dealing with the work pertaining to the subjects of Town Planning & Valuation in the areas of the former state of Saurashtra & Kutch was created by Government at Rajkot in the Rajkot Division and same started functioning on January-1959.
It was the practice so far to entrust the Arbitration work in respect of all the Town Planning Schemes under the Bombay Town Planning Act to the Consulting Surveyor to Government only. With the increase in the number of Town Planning Schemes as also a simultaneous increase in the manifold activities in this department, it became increasingly difficult to deal with all these schemes simultaneously with expedition. Government, therefore, decided to de-centralize this Arbitration work amongst the officers of this department and thus give needed relief to the Head of Department to attend the other important matters. Accordingly Shri R.M.Parikh was appointed as an arbitrator to finalize Town Planning Schemes at Ahmedabad.
Since the middle of 1956 the Deputy Assistant Consulting Surveyor to Government, Ahmedabad has been appointed as Special Land Acquisition Officer Ahmedabad in addition to his own duties for dealing with the cases of Ahmedabad Municipal Corporation with the assistants of the additional staff sanctioned for the above purpose. In view of the increase in the quantum of work justifying the continuance of this post of full time basis the post of Special Land Acquisition Officer has been sanctioned on full time basis from 1st Decemeber 1959.
After bifurcation of the Bombay State into Maharashtra and Gujarat States Shri H.V.Desai, the Settlement Commissioner and Director of Land Records, Ahmedabad, took over as Consulting Surveyor to Government of Gujarat from 1st May 1960, under Government instruction, in addition of his own duties. He held the post of Consulting Surveyor to Government of Gujarat and Head of the Town Planning & Valuation Department up to 21st December 1960.
After the retirement of Shri R.M.Parikh, Shri J.R.Mankad Assistant Consulting Surveyor to Government held as Town Planning Officer for the above Town Planning Schemes, Ahmedabad. During this period more and more Draft Town Planning Schemes were sent by Ahmedabad Municipal Corporation and it was felt necessary by Government to appoint Additional Town Planning Officer to share the burden and Shri J.J.Patel, retired Executive Engineer was appointed as Additional Town Planning Officer Dtd.1st June 1962.
Three Officers of this Department was functioning as Special Land Acquisition Officers in Ahmedabad. Two of them were working for Ahmedabad Municipal Corporation. The Deputy Assistant Consulting Surveyor to Government, Baroda, is appointed as Town Planning Officer for finalize of Town Planning Schemes of Surat. Shri K.R.Desai Deputy Assistant Consulting Surveyor to Government, Baroda, was entrusted the duties of Town Planning Schemes of Surat.
